No. These two conditions are different, although a bladder infection with frequency and urgency can sometimes mimic overactive bladder. A urinary tract infection is usually associated with burning. The urine should be checked routinely to rule out infection. In overactive bladder, the urine is negative for bacteria, whereas in a bladder infection the urine culture would be positive for bacteria. The treatment for a bladder infection is an antibiotic.
